Portland man charged with animal cruelty

On Sept. 19, Portland Police and Animal Control responded to a report of an injured animal on Strawberry Street, in Portland.

Upon arrival, they made contact with a complainant, who produced a kitten that appeared to be burned, and in poor health as a result.

Richard Lee Tyler Russell, 39, was determined to be the individual who previously had custody of the kitten, prior to the complainant’s call to the police. The kitten had apparently been injured on Saturday, in a fire pit behind a residence on Strawberry Street, and Russell had failed to obtain any medical attention for the obviously injured kitten.

The kitten was transported, by Portland Animal Control, to TRU Rescue of Mount Juliet, where it ultimately succumbed to its injuries.

Russell was located by PPD detectives and interviewed regarding the incident. He made no admissions about injuring the kitten but gave an account of the incident that was not credible.

On Sept. 23, 2022 Russell was arrested and charged with one count of aggravated animal cruelty. He is housed in the Sumner County Jail, pending a court date of Nov. 9, 2022 in Sumner County General Sessions Court. His bond was set at $25,000.
